Circular letter, 1792 September 27.

Circular letter signed by Alexander Hamilton, Secretary of the Treasury, to Thomas South, Commissioner of Loans at Philadelphia. The letter states that in the absence of the Comptroller of the Treasury Hamilton has directed Henry Kuhl, the comptroller's principal clerk to countersign the warrants of transfer until the return of the comptroller.
